Form over quota error shows up when accessing the form

I am getting an exceeded upload message. At this moment, the only document I have is one that I've created this year. I erased the application we made last year and thought I had also erased all the uploads that came with it. . We typically receive 25 entries and we just do this once a year. What can I do?
