Hello,
If I set a subscription service payment (Ex. $9.99 weekly) amount which will be based on the # of users, then need to change the amount when users increase (Ex. From $9.99 weekly to $12.99 weekly), when I adjust the amount within the JotForm, will those who registered at the $9.99 weekly amount, then be charged the new amount, $12.99?
Can this be done?

I assume you're referring to this form:
I'm not completely sure what you have in mind, but you can have a custom amount for subscription by using the form calculation widget and Variable price in the subscription:

Hello,
Basically, if I initially had the price at $9.99 and you registered. Then, maybe 1 or 2 weeks later, I want to increase the price to $12.99.
If you initially registered for $9.99, when I change the price to $12.99, will you and everyone else be now billed $12.99 and any price changes thereafter?

The reason I ask is that I may be partnering with a group where I will charge a certain amount per member, and will need to change the price billed as the number of members increase.

The subscription price for the users that subscribed before you changed the price will remain the same ($9.99). Only new users will be subscribed for $12.99.
If you want to charge the users that have existing subscription $12.99 instead of $9.99, you will have to cancel their existing subscription and tell them to subscribe again.

So its no way for the subscription payment amount to adjust billing based on the number I change the price to?

It is not possible to adjust billing based on the number you change the price to for the users that previously subscribed.
As I previously mentioned, you can only cancel their existing subscriptions and ask those users to re-subscribe again with the new price.
