I'm trying to set up the following form so that users can make only ONE selection in each column. I have too many items to make them column headers, they must be rows. I want users to be able to select there 1st, 2nd, and 3rd choice from the list of rows.
Is there another type of field i should be using? Or is there a widget that will accomplish this?

You need to open the properties ( gear icon ) for your table and change the input type to "radio button".
For example:

I tried that and it still lets the user select more than 1 "1st choice". I want to allow ONE choice PER Column (i.e., 1 1st choice, 1 2nd choice, 1 3rd choice.

Ok I managed to get it to work:

First I set calculation values for all 23 entries as 1 for column one, 10 for column two, and 100 for column 3.
For example:
Next I added a form calculation widget. And added all entries to be a total.
For example:
Then I added a condition to disable the table if the total is 111. This means 1 for colum one plus 10 for column two plus 100 for column three. That equals 111.
