However, the UI should let the user delete the file from their submission (even if the file is not actually deleted on the server). Their form should APPEAR like the file was removed, and the corresponding spreadsheet holding their submission should blank out the reference to the file. That way, when we review submissions, we can consult the spreadsheet as the source of truth -- if that field has been blanked out, then we know that we can ignore any files that may have been uploaded previously

I would like to apologize for any inconvenience. I'm afraid the feature that you are looking for is not available or possible on a File Upload field with Multiple Files option disabled.
I would suggest that instead of disabling the "Multiple Files" option of the File Upload field in your form, you can just set the limit to the number of files that can be uploaded to 1.
I hope that will work for you. Otherwise, please let us know so we can try to submit a feature request to our developers, on your behalf, to include a way to clear the uploaded file from a File Upload field with only a single file upload allowed.
