can I set jotform so that a respondent can begin filling out a form and then return to it after a break? I was told that the info disappears if they don't fill out the entire form in one sitting.

We have what we call the AutoFill feature that you can enable in your form — How-to-Enable-Auto-Fill-on-Forms
This feature, when enabled, saves form field values in the browser's local storage until the form is submitted. It is helpful especially when respondents accidentally close or reload their browser. Please note that clearing the browser's data will remove all the saved data in the browser's local storage.
Aside from the AutoFill feature, we also have the Save to Continue later workaround which will allow form data to be saved to the Jotform server and can be accessed using different browsers. To learn more about this workaround, please check this guide — How-to-Save-Forms-and-Continue-Later
