I did check the sample URL you have shared and yes it is possible to create similar form in Jotform. There are multiple options available to create such form by adding following widget:

No, you do not have to use all the widgets. I just gave you the list of options.
Since your form needs multiple rows with different text content, I believe the best option would be "Spreadsheet" widget. You can also use "Configurable List" widget as well but you will need to add custom css code to change the label of different rows.
I would suggest you to please share all the row & column data which you want to add, we will try to help you with a demo form.

No, you do not need to learn programming. You will just need to know what kind of fields that you want and follow the instructions on what you you can find on the settings. You may also check this guide to know more: https://www.jotform.com/help/282-How-to-Set-Up-the-Configurable-List-Widget

I am thinking I intend to create form other than questionaries.
However, I am wondering using Jotform does not take time compared with Excel and
Google spreadsheet.
