I can create a form that will exist online without the need of a website, and people can respond and request information, quotes and I'll receive them back in an e-mail, text etc..?

You're correct - When you create a form in JotForm, you don't necessarily need a website. Your form will have its stand-alone URL where users can fill it out.
As an example, looking at your account, I can see you already have 1 form. Just give this URL to your users/clients https://www.jotform.com/71121156984153 and they can fill it out.
If you will setup an Email Notification, you would get email alerts for each submission done on your form.
