In version 3, I was able to right-click on an image and specify a width or height. I don't see this in version 4. Where is that option?

You have to click the Image field > Settings in gear icon > General tab of the field properties window. See this screenshot:

Not seeing a means to resize an image that I've inserted into a text field. Previously, you could click on the image icon and change the dimensions. Clicking on the image icon gives me the option of uploading an image or deleting an image, but there is no means to resize the image that I can see. This is not intuitive and not up to your usual standards.

The instructions given above by my colleague will work if you are using the Image Field.
However, to display the images on your form you're using a Text field instead and this is why you cannot find the same resize image options when checking the field properties.
To edit the images added using the Text field you will need to edit the text and select the image, once you select it you will be able to resize the image by clicking on any corner of it and dragging the cursor.
