Apologies for the confusion. The payment submission limit is displayed on our pricing page. Here it is:
The "Free" plan is the only plan that has the payment submission limit/receive payments limit. To better understand the account usage and limits, I strongly suggest checking this guide: https://www.jotform.com/help/408-Understanding-Your-Account-Usage-Limits.
For the meantime, I went ahead and reset your payment submission count, from 7 to 0. Note that we can only do this once and we cannot anymore reset it even though they are test submissions.

Sorry I didn't notice that, in comparing quickly, I think I just saw "receive payments" and didn't notice the 10. I appreciate you resetting the count! I noticed you have a non-profit option so I am going to have our treasurer apply for that. Thank you for your help!
