You will need to use the Upload field on your form and upload your file using your form.
The uploaded file will be counted in your form submission and file storage capacity.
We really do not provide the file hosting service so this will be the option you can do.
Alternatively, you can just use 3rd party integration like Dropbox or google drive to upload your file and the get the shared link using them.

I am trying to have a pdf available for users to download once they pay for
it. I do not need users to upload forms. The first link that is on the
current form was done by a jotform support person and is exactly what I am
looking for. It looks like it was done using a pdf embedder. The second
link on the form that says click here to download content is my attempt. I
tried using google drive and dropbox but users can see those sources which
I don't like. Please help me get the second link to work like the first.
I have been working on this for several days and am a bit frustrated.

Unfortunately, we do not provide hosting for files. The problem is that Google Drive and Dropbox do not provide direct file download links, so you might consider some other hosting option.
If you would like to share the PDF once the payment is submitted you might consider setting up an Autoresponder email on form. It has an option to attach a file. The email will only be sent for successfully paid submission (if the payment field is required on form).
