If you have touch screen pc, please try disabling the touch events in Chrome: http://ccm.net/faq/40811-google-chrome-how-to-disable-touch-input

Perhaps it would save MUCH time for all involved if there was a little notification -- e.g., "Using Chrome Browser?" on the Jotform home page to offer this fix and any other suggestions for improved use with Chrome...
There is NO way I would have known about these "experimental flags" had you not responded to my query.

You are welcome! Unfortunately, this is a common issue in Chrome browser with touch screen laptops. If the touch events are enable, you need to move the elements by touching the screen, if you want to do it with the mouse, then it is needed to disable the touch events.
