My IT dept said we have unlimited forms available. Why am I not allowed to access them?

I checked your account and you're under Free plan user. You are only allowed to have 5 forms under the Free account. If you want to add more forms, you need to upgrade your account. Here's the pricing page: https://www.jotform.com/pricing.
Also, here's a guide on: How-to-Upgrade-My-Account.
If you need more clarification, please let us know. Thank you.

The account WendyOKane is under the Free/Starter user. You are only allowed to have 5 forms under the Free account.
However, I checked your account and I noticed that WendyOKane is a sub-user of the account sbirdwell which is under the Economy plan.
The sub-user can only edit form and view submissions. The account sbirdwell should be the one to create new forms and then you can manage the created forms since it is under the Economy plan.
