Would it be possible to use a widget to accomplish this? Possibly the Dynamic Textbox or Add Options? I'm assuming emails still won't be able to be validated, but at least it eliminates the possibility of people forgetting to add the comma.
Edit: testing this out now. Trying to figure out a way to add the comma after each input field.. Any help on how to do this??

May I know more on what you would like to accomplish? Are you sending notifications on those specific emails?

I believe this may be possible using a text field with addresses separated by commas. The users would need to enter the addresses as such:
test1@test.com, test2@test.com, test3@test.com
However, any time you add validation for email addresses to a field, it will only accept one entry.
One workaround to accomplish this would be to substitute a notification for the autoresponder. You would need to provide a field on the form for each email address to which the submission record is to be sent and then enter the {tags} of each of those fields into the Recipient E-mail box of the notification. If you have two email addresses, complete and submit this demo, entering those addresses in the email fields. You'll get a notification at each address.
To get a clear understanding of how the form is configured, clone it.

It is, I've tested it. :)
I was hoping to utilize a widget so users can enter in emails for whomever they wish to CC their submission to without having to enter in commas. I can also validate all emails this way. Doesn't seem it is possible so far though. It sends an email, but only to 1 recipient :(

Our widgets that allow for multiple entries will likely not be able to send an email to each entry. Multiple fields or instructing the user to enter the addresses separated by a comma is probably your best bet.
