As it is, the limit of 10 sub account users will compel me to request that our IT folks create and manage role-based email addresses that several users can share. This presents an administrative burden for IT because our staff change roles during shift change, which occurs every six months.

Unfortunately our pricing plans are organized this way. I will still forward a suggestion, but probably if you need more sub-users it will be necessary to upgrade.
If you choose a yearly or 2 years option the price will be better:

If the sub-users limit is the only reason why you need to upgrade, then the shared email access might be an option.

If you need more sub-users it will be necessary to upgrade.
Like Carina advised you above, choosing a yearly or 2 years option would be a better option due to the discount.
